Their surveye are carried out under the superintendence of the Committee, to whom they are in
every respect amenable. Their prospects in this Society's service and, in fact, their very professional status, are entirely dependent upon their fidelity and the efficiency with which they discharge the duties entrusted to them » In these circumstances it seems to the Committee that, as the extent of the survey covered by the docking certificates involves only questions of fact and judgment as to the condition of a vessel and her efficiency for a certain period, no adequate reason can be urged why certificates emanating from the experienced Exclusive Surveyors to this Society should not De accepted. In the case particularly in question, the fact that there are no oficiale in Austria who can be gaid
to correspond to the Board of Trade Surveyors, and that
serious
such difficulties will result from the non-acceptance of the Society's certificates, appears to support the Committee's view of the matter.
No question as to differences between the Rules of the Board of Trade and of this Society can possibly arise as the docking certificates do not apply to matters like equipment, boats, pumps, engines and boilers (except as regarde propeller, propeller shaft, tc.), peaks and decks, these being all dealt with by the Government Marine Surveyors.
Moreover, further security is afforded to the various Governmente concerned by the fact that these docking certificates are in practically all cases only to vessels holding the classification of Lloyd'z Register, full details of the scantlings, as well as particulars of the history of eachvessel being on record
